Built in 1908 as the building of imperial-royal administration of rail transport (now a specialized school for children with hearing impairments). Construction works by the project of Viennese architect Hans Hranihschtadten were conducted from 1886. The project itself has been preserved in one of the cases of Chernivtsi city council and is a unique model for study of architectural trade. Architectural memorial of local significance.
