According to the Decree of the Austrian Emperor Franz Joseph from March 31, 1875 in Chernivtsi the university was founded, which was solemnly opened on October 4, 1875, on the day of the centennial of accession of Bukovyna to Austria. For the celebration the delegations came from different cities of Europe. Minister of confessions and education of Austria Karl Stremayr gave a congratulatory merit to the first rector – Kostyantyn Tomashchuk, who was a famous lawyer, member of the Austrian parliament, and put a lot of effort to open a university in Bukovyna. In the first year of work the study was conducted in three faculties: Philosophy, Theology and the Faculty of Law. The first students were 16 lawyers, 20 philosophers, 40 theologians. The educational establishment at the time of the Austrian period was called "the university of Francisco Jozefine", the classes were held in German. In the Romanian period the university was named after King Carol the II as “University of Carolina”, the classes were held in Romanian. On August 13, 1940 the university was reorganized into the state university with Ukrainian language of teaching. Writer Ivan Franko, historian Raimund Friedrich Kaindl studied in Chernivtsi university, composer and writer Sydir Vorobkevych, writer Osyp Makovei, lexicographer Julian Kobylyansky (brother of O. Kobylyanska), mathematician and physicist M. Boholyubov worked there. The premises accommodating building no. 1 of the university are an architectural memorial of local significance.
