This is an important historical edifice, since it was used by the genadarmerie during the Austro-Hungarian Empire. After 1918, namely on November 9, the building served as headquarters for the Romanian Army lead by the general Iacob Zadik. Three days later, on November 11, 1918, the Romanian army enters Chernivtsi. On November 28, 1918, in the Synodal Hall of the University of Chernivtsi, the General Congress of Bukovina lead by dr. Iancu Flondor takes place, during which the union of Bukovina with Romania is being voted.
