This building kept most of its usefulness for which it has been built, namely that of „reading room”, being closely connected to the desire of the rulers to make Vatra Dornei a European resort. This building exists due to the „Sentinela” Romanian Cultural Society, which was established on April 16, 1898. The desire for culture and especially for Romanian books, made that the members of the society to be the main donors who gathered over 40 000 crowns, needed for the construction. The building has 8 rooms upstairs and 7 at the ground-floor, and will be first used in 1901. The same year, on the frontispiece of the building is written „In the union there is power”, which can also be seen today. During the First World War, the building was confiscated and used as accommodation space for the Austro-Hungarian troupes stationed in the area. When the hostility was over, the building remained devastated and badly damaged, so that the old activity was resumed only after a few years, needed to complete the repairs. Some of the existent spaces were used for the library and some were rented to different economic agents, including for editing activities. During the Second World War, the building is confiscated one again in order to harbour the German army, and after they left, the building remained devastated. After the war, the building was repaired, and its interior was used for different purposes, including as learning spaces. After the year 1975, the building returned to it initial purpose, that of public library.
